Grant or correct the credit of a teacher

POST 
/api/admin/teachers/:id/credits

Body: {amount (signed, non-zero, max 2 decimals), description (mandatory, Italian free text shown to the recipient in their credit history)}. A negative amount that would bring the balance below zero is refused with 400. Works whether or not teacherCredit.enabled is on.
