Create the teacher profile through which the school's manager can also teach

/api/admin/external-schools/:id/teacher-profile

Creates a separate teacher user operated by the school: it has no fiscal identity (the school's is used) and no credentials of its own (it signs in with the school's email and password, choosing the teacher category). At most one per school, never for the FPC self school. The manager is emailed and accepts the teacher CGC on the first teacher sign-in.
