Undo the completion of a receipt's physical stamp

POST 
/api/admin/invoices/:id/reopen-stamp

For a completion marked by mistake (teacher upload or FPC mailing): the receipt goes back to waiting for whoever owes the stamp, and the scan and FPC mailing it recorded are cleared.
