Record that FPC stamped and mailed a ricevuta on the teacher's behalf

/api/admin/monitoring/awaiting-fpc-stamp/:id/complete

Marks the receipt's physical-stamp-by-FPC step done: sets stamp_handled_at/stamp_handled_by_user_id and confirms the document. The scanned copy is optional, unlike the teacher's own stamped-receipt upload.
