Registered teachers count
Refuses competence_school (narrowing or group_by) with a 400: a teacher who just registered has no competence school.
Active teachers count
With competence_school, a teacher counts under the competence school of the lessons that made them active, so under several if they taught for several: the groups of a split do not add up to the unsplit count.
