Delete the scan of a stamped occasional receipt

DELETE 
/api/invoice/:id/stamped-receipt

Allowed to the teacher who issued the receipt and to admins. A receipt the teacher stamped is valid only through its scan, so it goes back to waiting for the stamp; one FPC stamped stays confirmed and only loses its optional copy.
