Single-use link to the Stripe page collecting the information the account is missing

POST
/api/teacher/stripe/onboarding-link

Opens the Stripe account first if signup failed to. The link expires within minutes and can be used once: Stripe sends an expired one back to /teacher/stripe/refresh, which must ask for a new link. At the end Stripe redirects to /teacher/stripe/return.
