List all VAT types with fiscal parameters

GET 
/api/invoice-legislation

Public endpoint. Returns one entry per vat_type with label, IVA rate, bollo value and threshold, SDI nature, legislation reference, regime fiscale, manual-handling flag, and VAT requirement flags.
